Performance evaluation is the systematic assessment of how well a program, project, or policy is achieving its intended objectives. It can be used to identify strengths and weaknesses, and to make recommendations for improvement. Impact evaluation, on the other hand, is the assessment of the effects of a program, project, or policy on its intended beneficiaries. It can be used to determine whether the program is achieving its intended results, and to identify the factors that are contributing to its success or failure.

A Government Ministry looking after Primary and Secondary Education across a country may conduct a performance evaluation, at a Provincial level, to identify which schools are struggling to meet their academic standards. This evaluation may reveal that these schools need more support from several Government Ministries and Provincial departments.
A Governmental Social Welfare Department may conduct an impact evaluation to determine whether a new social welfare program is helping to reduce poverty. The evaluation may find that though the program is effective in reducing poverty it could be strengthened by providing more skills transfer and career-pivoting opportunities to participants.
An NGO may conduct a performance evaluation to assess the effectiveness of its fundraising campaigns. This evaluation may find that the organization is failing to achieve its fundraising goals and therefore needs to change its strategies.
